news conference. the whole last year has been rough. >> missing sierra, frustration, not knowing what happened to her and that part has made it a long year. >> one year since 15-year-old sierra lamar disappeared. she was supposed to catch a bus to school at this intersection but she never did. the teen noticed she was missing when she didn't come home from school that afternoon. >> we checked her e-mail and saw a message from the school that was absent that day. she shouldn't have been absent. that was weird. at that point we called the sheriff's department. >> quickly a full-fledged search was launched with dozens of people turning out and teens to comb the area. in a field yards from her bus stop her clothes were found folded neatly in a bag but she remains missing. >> i don't think any of us ever thought for a moment that we would be in this position now. the tragedy of it all is, one of

the tragedies is that there's somebody that knows the answer that can end this right now. >> in may 21-year-old man was arrested and charged with lamar's abduction and murder. still her father said he's holding out hope that she's found alive. >> we have a suspect. the sheriff's department said a homicide. as a parent i'm not going to believe that until i know for sure. >> this is a case that still holds a lot of public attention. in fact, every saturday between 30 and 40 volunteers turn out here and they go out on day long searches. i did talk with the santa clara county sheriff's department. they tell me that they are still getting between 15 and 20 tips every week, and some of those calls come from across the country. in morgan hill, abc7 news. a bank robbery suspect who was released from scale in richmond is the subject of an fbi manhunt this morning.

police are confident they arrested the right man, but the man had to be released because authorities missed a deadline to charge him. it is gary casdell fite jr. police here he is more dangerous now. >> this is 22-year-old casdell fite just before he jumped over the countter in pinole, stuck a gun to the teller's head and made off with more than $3,000. he was quickly arrested but was back on the streets just three days later because of a missed deadline. law enforcement has 72 hours to file charges after an arrest or the suspect is released. the workday ends officially at 5:00 p.m. fite was arrested at 4:56 on friday, which means the district attorney had to file charges by 5:00 p.m. on tuesday. for some reason they thought they had until wednesday. the contra costa county sheriff's department said fite did not have any outstanding warrants so they had to release

for guns odd. fremont police are holding a gun buy back for residents of fremont, newark and union city and middleburg police will buy guns from pittsburgh or bay point residents. proof of residency is required. up to $200 will be paid for rifles, shotguns and handguns. assault weapons are forth $300 until the money runs out. those events take place from 10:00 this morning until 3:00 in the afternoon. the fremont event take place at the fire department training facility on stevenson boulevard. the pittsburgh event is atzy haul on pacific avenue. guns must be unloaded and transported in the trunk of your car. in pinole police are investigating a scary attempted kidnapping that happened in broad day light. a twelve-year-old girl told her a man asked her if she wanted a ride when she walked home from school yesterday afternoon. when she said no she claims the man grabbed her wrist but she

escaped. the man is described as young, thin, a gotee and piercing in his right eyebrow. the state department of social services has shut down a livermore daycare center pending on investigation. livermore police say the sunny side preschool is closed for licensing violation. social service officials were at the school yesterday and a notice on the front door now says closed for business. the notice sites health and safety code regulations concerning the protection of children from physical or mental abuse. police in union city are warning bankcard users to be aware of suspicious card readers. a sophisticated system to steal pin numbers was discovered at the citibank on dakota road this week. a customer noticed something suspicious about the card reader which was at the door that allows access to an indoor atm lobby. police found a pin reader installed tonight inside of a

false face plate attached to the system. they warned the target, afm gas stations and anywhere card readers are used. a missing stotts valley man has been found in a utah library. salt lake city police say matthew austin abraham is now in their custody and undergoing a medical evaluation for a severe injury. check out this surveillance image. this is him yesterday after a bus driver dropped sparks off. this is where abrams was found yesterday. he and someone he met on a bus were trying to find out who he was. >> he had a couple different names that he thought he might be so there was some acquisition about his identity. this person helped him, went to the library, they did some internet research and were able to find a news article from california matching one of those names that he thought maybe who he is. >> the two contacted a police agency here and authorities then

during this annual st. patty's day festival, cisco systems will provide a live feed through the two cities. revelers can see the celebration in ireland which includes an address by mayor ed lee, who is visiting cork. you can find the lincoln our website under the "see it on tv" tab. it is today, not tomorrow. it goes from market and second street. the festival runs until 5:00 p.m. at the civic center plaza. never too early to start celebrating st. patrick's day. how is the weather going to be? >> just fantastic. we will see temperatures once again above average. heading outside checking our live doppler hd where things are nice and quiet. as we head toward the middle of the week, the beginning of spring, the vernal equinox, we will be looking at rain. we will add to out totals come tuesday night into wednesday.

those things are all quiet right now and we're looking at coastal fog. here's a look downtown. if you are headed into the city you notice the fog is banked up along our beaches and temperatures are in the lower 40s. some of the coolest locations in the north bay with three quarters of a mile visibility santa rosa. napa 46. 48 by the delta with 46 in livermore. 50 in los gatos. pretty warm down there. a look at the bay bridge this morning. noticing a little bit of fog there. closer to the deck. 56 san francisco. so pretty mild downtown with 50 san carlos. san jose upper 40s for half moon bay, santa cruz at 50. so by the afternoon we are featuring mostly sunny conditions. it will be breezy along the coast. looks like a nice weekend today and tomorrow with rain arriving tuesday night with the clouds. it will be much cooler and we will look for perhaps a half-inch out of this system. so here's a look right now. the setup remains the same. we are in between the higher clouds pushing off to the east.

with high pressure off the coast, we will be looking at that breeze once again setting up. but away from the shoreline looking at some very mild temperatures. fast forwarding to tomorrow and you will notice due we have a weak system to the north of us. this will allow for the stiff breeze at the coast. inland it will be bright and sunny and around the bay. so we will look for almost a repeat performance. temperatures just a couple degrees cooler tomorrow for saint patrick's day officially. high temperatures today upper 60s oakland, 66 san francisco. out around dublin look for the low 70s. festivities going on there. upper 50s for half moon bay. and here is the route. looking at lots of green downtown today. it should be a nice day. numbers by the afternoon will be warming up into the mid-60s. but early on we will be in the upper 50s. 1:00 64. here's a look at your accuweather seven-day forecast and you will notice that we are

we have low clouds around the bay. a little summertime feature for you. as we head through the rest of the morning, the fog will be with us. it will clear and we will see some bright sunshine. but with that breeze at the coast, yeah, once again feeling and looking kind of like summer as the fog banks up along the shoreline. it will be cool there with upper 50s at our coast. but you head inland and we will see highs anywhere from the low to mid-70s around the bay with plenty of sunshine. the fog comes back. we you are looking at some welcome rain headed our way. we will be here for st. st. patrick's day, the parade. and next week we officially usher in the vernal equinox. we will talk about that a little later. >> all right. in california the california teachers organization is demanding lawmakers use more tax money to restore education funding. layoff notices are going out to hundreds of people even though taxpayers said yes to proposition 30 for education.

here's capital correspondent nannette miranda with the story. >> reporter: the california teachers organization estimates the number of notices handed out to public school teachers this year could be as low as 2600 statewide. that is down. the other union, federation of teachers, can't believe the notices are going out at all. proposition 30 was supposed to save schools from more budget cuts. >> for school districts now to be issuing the layoff notices really violates the spirit that prop 30 was promoted. >> megan got a pink slip again. she thought she was safe this year considering her district now has a 31% reserve. >> i don't understand why our district doesn't see that the budget pie is expanding. this should have resulted in a change in their actions.

however, they are acting as though the sky is still falling. >> there's a lot of uncertainty still out there. >> capital advisers president kevin gordon said prop 30 only prevented further cuts to school. it doesn't give them any more money. it is still how clear how hard the government's sequestration cuts will hurt districts. or even if the plan to shake up school financing will get legislative approval. >> in law there's a statutory requirement on march sag you have to do the layoffs and if you don't do them you won't have that opportunity later in the school year. >> since most layoff notices are rescinded later when the state's budget picture is clearer, one state senator wants to save everybody the heartache and move the deadline to june 1st in an effort to keep good teachers from leaving. >> they will go off and find another job or they go out and leave the district if they can find something else. >> the california federation of teachers is calling on all school districts in large budget

reserves to use the money to stop layoffs. abc7 news. new this morning president obama is promoting a plan to find alternative fuel. in his weekly address the president says he wants to put $200 million a year into a trust money for research without adding to the deficit. he says federal revenue from offshore oil drilling leases could pay the cost. he in visions the day when americans are far less oil dependent. >> scientists are designing new engines that are energy efficient. developing cheaper batteries to go farther on a single charge and devicing new ways to fuel our cars and trucks with new sources of clean energy like advanced biofuels and natural gas so drivers can one day go coast-to-coast without using a drop of oil. >> republicans focus their message on balancing the budget. house budget committee chairman paul ryan of wisconsin said the gop has a plan to balance the federal budget in ten years through spending cuts alone. a former san francisco

supervisor wants larry ellison to make up a multimillion-dollar shortfall projected for the america's cup races this summer. the billionaire founder of or cam is sponsoring the cup finals here in september. fundraising efforts have lagged and participation from international teams has not met projections. former supervisor aaron said the city should not beliable for the $10 million to $20 million deficit. >> a promise that this was going to be a race that would raise $1.4 billion in the economy is provide thousands of jobs. that has turned out not to be the case. san francisco taxpayers are getting left holding the bill. he is lobbying ellison through an online pegs drive at causes.com. new this morning san francisco residents could see monthly garbage bills go up by more than 21% starting this summer. the company that collects the garbage is asking for six

dollars more a month from the typical household. a set of 32-gallon bins would go up to just under $34 per month. apartment dwellers would pay less. a series of public hearings on the proposal begins next month with a final decision expected by summer. >> this morning pg&e says crews will be venting natural gas from a pipeline in san francisco. people in the kalhollow area may smell gas once the venting begins. police say it will last about 15 minutes. gas service will not be interrupted by the pipeline inspection work. pg&e says anyone concerned about smelling gas can call them and verify the source. the gas should quickly dissipate into the atmosphere. san jose is ramping up its police force. 43 new recruits graduated yesterday from the police academy. while city officials are celebrating the first graduates in four years, police union members say the numbers are not enough. the story from abc7 news

reporter thomas ramone. >> 43 brand new san jose police officers marched into their graduating ceremony at park side haul. here they will get their brand new badges and be sworn in. this is the first police academy class since 2009. the resident john said it's about time more officers hit the streets. >> we are in desperate need of policemen. my goodness, they better hire them all back, as far as i'm concerned. >> these recruits have gone through six months of rigorous training. mark is celebrating with his family. he used to work in manufacturing. he's been waiting for an academy to open up for the past two years. >> as far as being a police officer, doing that job. i started going to school and take classes for it and it finally opened up applications i put mine in immediately. >> the graduation of these recruits is a small step to try to fill the hundred of sake sis in the department since the layoffs. the mayor said the officers will help deal with the rising tide of property and violent crime. >> it's nice not to be a huh

>> a little known urban forest has been a popular gathering spot but a plan to thin it could be jeopardize t it's behind the uc campus which is south of the golden gate park. wayne freedman has the story. they have the distinction of being the most beloved and also perhaps the most revialed nonindigenous trees in san francisco. >> full of birds and wildlife and it's a wild forest. >> the sutro growth behind the medical center. thousands of eucalyptus trees. we want a forest. we want a forest that will last for many more generations.

with all the low clouds and fog. it will be tough to get sunshine here later. 50 in santa cruz right now with san francisco in the low to mid-50s. as you head out the door this morning, patchy fog. it's not only at the coast. it is around the bay. but by about 8:00, 9:00, we will begin to see the fog burn back. looking at more blue sky and breezy conditions over the weekend. rain will arrive tuesday and it will be out of here by wednesday. so fog in the livermore valley, reducing visibility to about a quarter mile there. half-mile up in santa rosa. you will see the four miles half moon bay. elsewhere looking pretty good. the san carlos airport at 7-mile visibility. the setup remains the same. high pressure off the coast, low pressure to the south and east of us. that allows for a pretty healthy marine layer. a weak system will travel down the coast tomorrow, allowing for a couple degrees of cool perhaps. but overall a dry pattern for the weekend.
